Legal effect rests on the WAVE Application and Network Bylaws, a multilateral rulebook binding all users, first approved by the International Group of P&I Clubs in December 2019; version 2.0 came into force on 1 December 2023. On 4 June 2026 DCSA named WaveBL among five platforms that have implemented the DCSA Standard Annex for eBL Platform Interoperability v.2.
