Coverage and method

What this reference covers

ebl.com is a growing dataset, not a complete census. This page says exactly what is tracked, how a record gets in and stays current, and where the gaps are, so you can judge what the absence of a record means.

Last verified 17 Oct 2026

What is tracked, and why those

Jurisdictions. The legal tracker started on 16 October 2026 with 15 jurisdictions selected as a first batch: jurisdictions with legislation on electronic transferable records in force or under way, and trading economies whose position exporters ask about. More are added batch by batch; the order is not a ranking. A grey country on the world map is one not yet researched; it says nothing about that country's law.

Platforms. The directory lists every system on the International Group of P&I Clubs' approved list at the date of verification, plus TradeTrust. A platform not on that list is not excluded by policy; it has not yet been researched.

Carriers. The carrier tracker covers the ten DCSA member carriers and five further container lines. Bulk, tanker and regional carriers are not yet covered.

Glossary and guides. Terms are defined from the instruments that use them; guides cite only primary sources. Neither is exhaustive.

How a record gets in

Every field is researched from a primary source (the statute, gazette, regulator, UNCITRAL, a standards body, the International Group, or the organisation's own official page), recorded with the source URL and the date it was opened, then checked by an independent reviewer who re-opens every source before the record is published. Where no primary source establishes a value, the field is left empty and labelled “Not disclosed” or “Not established” rather than guessed. The full rules are in the editorial policy.

How records stay current

A weekly run re-checks the watch list (the UNCITRAL MLETR status page, the International Group's approved list and DCSA announcements) and re-verifies the oldest records. A change is published only when a reviewer confirms it against a primary source, and every change appears in the public change log. Each record shows its own last-verified date.
