Title registry

A title registry is a central record, kept by an eBL system operator, of who holds or controls each electronic bill of lading and of the instructions that change that position.

A title registry is the record an eBL system keeps of who holds each electronic bill of lading and of the instructions that transfer it. Bolero International describes its Title Registry as a control and management system for documents of title, built from the instructions users send; it controls each eBL from creation by the carrier until it ends, records the current holder and notifies parties with rights or obligations. A registry is one technical model among several. The Explanatory Note to the UNCITRAL Model Law on Electronic Transferable Records (MLETR, 2017) says the Model Law is technology-neutral and accommodates systems based on registry, token, distributed ledger or other technology; its drafting history records an early suggestion that a registry plus secure technology could address the uniqueness and authenticity of the electronic record. Neither MLETR nor the UK Electronic Trade Documents Act 2023 requires a registry; both require a reliable method or system that secures exclusive control. DCSA's Control Tracking Registry (CTR) is a different kind of record: it tracks which platform controls an interoperable eBL at a given moment, rather than which party holds it.
