eBL platform interoperability

eBL platform interoperability is the ability to transfer an electronic bill of lading from a user on one eBL platform to a user on another, so that all parties need not join the same system.

Last verified 17 Oct 2026
Platform interoperability means an eBL issued on one platform can be transferred to a party that uses a different platform. DCSA's release of 4 June 2026 states that previously an eBL issued on one platform remained there, so every party to a shipment had to use the same system, and that earlier interoperability was bilateral, through one-to-one links between platforms. DCSA's framework has three components: the Platform Interoperability (PINT) API for transferring DCSA-compliant eBLs between platforms; a legal framework made of the Multilateral Service Provider Interoperability Agreement (MSPIA) between providers and a Standard Annex governing users; and the Control Tracking Registry (CTR), which records which platform controls each interoperable eBL. On 15 May 2025 DCSA announced what it called a first standards-based interoperable eBL transaction. On 4 June 2026 it announced that CargoX, edoxOnline, eTEU, TradeGo and WaveBL had implemented Standard Annex v.2 with International Group of P&I Clubs approval. On 17 October 2026 the International Group's approved list showed the DCSA Standard Annex in several systems' approved terms; other providers listed their own interoperability annexes or addendums.
